Doing level 60 raids you should aim to be unhittable (or block cap if you like) which means that your dodge, parry, miss and block all add up to 102.4%.
Achieving this number will make sure that every attack made against you is either, dodged, parried, missed or blocked so if you don't fully avoid the attack by the first three you will mitigate it by alot through block.
This is ofcourse going to be an incredibly hard number for you to reach at level 78 (it's sort of difficult to reach at 80 as well).
So i suggest you level to 80 before you start soloing old content. But if you necessarily have to do it right now, try to stack as much block as possible.

Expertise lowers the chance enemies have to
dodge
or
parry
your attacks. This is different than Hit Rating -- Hit Rating keeps you from missing in the first place. Expertise is to lower the chance enemies have to dodge or parry your attacks that don't miss.
I wouldn't think you should need to stack any Expertise -- you'll be level 80, and the mobs will be level 60. I wouldn't think they could really dodge or parry many of your attacks in the first place, but then, I could be completely wrong, as I'm not 100% solid on all of these sort of game mechanics.

IIRC, the bosses are still skulls, which means they will be 3 levels above you, no matter what level you are. The hit amounts and abilities will be the same, but you will still need the same stats relative to them as you would to any other raid boss.

I'd say go for blocks (strength). Then train the entire raid untill first boss, kill boss and do again. :)
Never tried myself, but i guess thats how id try at first.
