No.
Skipping Divine Strength is bad. Its a huge threat talent.
Stoicism is a complete waste of points.
Toughness and Anticipation need to be completed. The ability to take damage comes first.
If you aren't raiding (arguably Ulduar/OS 2D), there's no point to Divine Sacrifice/Guardian.
Fill out Improved Devotion Aura.
Improved Hammer of Justice and Divinity are optional.
3/5 Conviction + 2/3 Crusade is more threat than 5/5 Conviction.

Unless you can be sure that there will always be a warrior, DK, or feral druid applying the melee speed reduction debuff to your target, you should spec JotJ.
In other words, you should spec JotJ.
Those points can easily come from Imp HoJ, Divine Guardian, or Conviction.

Divinity is optional for an early tank, not a useless talent. If you're just starting, you're likely to cause your healer more strife as you learn your way, especially if your healer is a relatively new 80 as well.
A healer worth their salt won't have any problems though.

Edit : Here is the new build

i guess the question is now, Could i tank Ulduar with this build.
No. Considering your first post on this thread, your understanding of the class dont extend enough for you to tank ulduar, regardless of your gear or build.
Start by tanking some heroics, do Naxx10man a couple of times and get the feel of your class before aiming for Ulduar.
*Cough* ebay *cough*

Not necessarily ebay. Ret/Holy pallies moving to respec would have the same problem if they weren't paying attention to their tanks.
Also could just be an 80 with false expectations, since everyone knows pally tanks are uber. Our 80 DK used to think he could do Naxx and VoA with 1100 dps.

I saw a DK a few nights ago with 30k stamina trying to tank VH regular.
Then I noticed he was wearing cloth and leather "Of Stamina" items >_>
I made him ragequit
