Splpower > spirit > mp5 > intelect > haste i thought :)
but i wouldnt go resto even with feral offspec till lvl 50 when ya get TreeOfLife

As everyone else has said, while your leveling, just use what drops. Intellect is great and has an immediate and noticable impact (+15 mana per int). Regen stats are great at 80, but honestly at level 40 you don't really NEED them and would probably get more benefit by just stacking Int to increase the size of your mana pool. You have Innervate now (Lv 40) -- wise use of that will easily make you outlast any fight at the level. (ie. Regen isn't necessary as a lowbie, so Spirit and mp5 lose a lot of value).
As far as spellpower goes, just take it as you get it, even if you totally twinked yourself you wouldn't have all that much spell power (It just doen't show up as much on lowbie gear), so the amount you gain on one piece is likely to go completely unnoticed. Also, the ability to last throughout a fight is far more important than how hard a single heal will hit, so until you have enough Int, spellpower should also be low in value.
This is all just my opinion, but I say focus mostly on Intellect until you have faith in your longevity, then balance it with Spellpower... Spirit and mp5 are great, but I wouldn't give them much thought until you get to level ~60ish. At that point, start following the opinions above (SP > Spirit / Int > Haste > Crit > mp5)
