Patch 3.2 Flying Mount Question

I have 3 questions.
Will flying mounts still require lvl 77 for cold weather flying in northrend? Or will it go to 70?
Also, I read in an article that there may be a day where we can fly in azeroth. They said it is a possiblilty but they would have to do alot of fixes to get it to work.

regular flying - 60, 600g (480g - Honor Hold/Thrallmar faction discount of 20% at exalted)
epic flying - 70, 5000g (4000g - HH or Valiance Expedition / Thrallmar or Warsong Offensive faction discount of 20% at exalted)
cold weather flying - 77, 1000g (no change)

Don't understand why they made these rep changes - there's not much point of being exalted for these reps at 70 anymore, not to mention the fact that it's still stupidly difficult.
Unless they fix the rep gains for all of Outlands. Which I doubt will happen.
