In all honesty, if command stays as it is now on PTR its completely useless.
Judgements critting on the lines of 1.5k, seal proc crits for 1.2k, its just useless.
If it goes live unchanged (and most likely, will) SoV will be the only option left for pvp aswell, though it will sure as hell screw the ccs up, including ourself repentance.
I think that SoV does more damage then SoB/SoM right now on PTR, havent really recounted the dps on both but SoV does some pretty amazing numbers (5k judgement crits, high dmg dot, 33% weap. damage when fully stacked, etc, etc).

I can confirm all of this. Command is essentially going the way of Righteousness unless something changes.
SoV buff is huge; so much so that while our instant burst for PvP was nerfed, the long term fighting potential of the paladin has been buffed considerably. Once the 5 stacks are up, it's going to take some serious heals to stay alive through the constant damage (with some huge crits).
As it stands right now, command is gone, vengeance is going to be the universal ret seal. But, who knows, Blizz may hot fix it after 3.2 drops.
