2 things:
First, PvP, even at level 80, is not designed around 1v1 situations.
Second, PvP is not designed around people not at level 80.
Thus, it's going to be imbalanced at your level.

On 30s mages are not good in pvp. And it is almost impossible to beat same level palas or hunters on that level. You might have chances if you are frost specced but arcane just isnt powerful enough cuz you lack a lot of spells.

First things first: yes, there are significantly differences when you world PvP at level 30, 50, 60, 70, and 80. It's natural that different classes progress in different paces. When you are around level 20, you can kill a lot of classes if you catch them off-guard. Just nuke them with frostbolts. However, not untill you reach level 66 (as Frost) you will have any instant cast spells, which means that you have to stop moving to cast. In this case, a hunter or DK pet will rape you completely.
Arcane PvP is my favorite, but
only (I want to make this very clear)
at level 80. Until then, go frostfire deep frost. You can rely on Icy Veins, Water Elemental, Ice Barrier and Deep Freeze from the frost Tree, and Burning Determination and Impact from the Fire Tree to give you some survivability. Besides, if you spend a lot of points in the right talents in Frost, you can make melee opponents easy targets, since you can probably slow them down A LOT.
Here are some suggestions (Talents + Glyphs for leveling solo + world PvP)

Thanks for the advice. I keep wondering about re speccing but I might just see if I can stick it out with arcane and just avoid the PVP till it becomes viable. How much does re speccing cost each time?
Also I was wondering if you could give me opinions on this for a final build?

thats moderately close to the
arcane raiding build
, but what do you plan on using it for? raids? pvp? soloing? the answer to the dramatically affects what we could suggest.
the first respec is 1g, then 5g, and then goes in 5g incriments higher topping out at 50g.. if you go a while between respecs it will drop back down some but idk how long that takes.

i find that dueling at the lower levels is much harder than it is when 70/80
after 80 there should be very few classes who beat you, my current record is 133/37.
it all depends on the class you are dueling, Other mages is a flip of a coin. it is fairly simple to beat melee though, just stay out of range and if needed sheep them when they are fairly close. no need to pyro blast them, just frostbolt them after you get plenty of distance.
as for the annoying chargeing/intercepting every 10 seconds warrior class, best way is to just slow them and when they whirlwind either blink or use your iceblock at that time.

Casters are generally weaker while leveling then melee and hybrid classes. You will not notice a change in this until you hit about level 60ish. From level 1-30, the mage class is particularly weak since it lacks it's survivability skills (Blink, iceblock) and does not do enough damage, nor possess enough stamina.
By the same token, classes such as paladins and shamans are capable of self-healing, and are therefore quite powerful during the early leveling stages. Hunters possess a pet, giving them a big advantage as well. Don't sweat it and just get to level 80.

I was specced frost my entire low level experience, not sure how'd you pull it off as arcane.
Dampen Magic, Mana Shield. Start the duel off close. Hit both the pet and the hunter with a CoC, then Frost Nova. Stay in melee range, and charge up a Shatter Combo of Frostbolt+Fire Blast.
With such low HP pools in classic, he's probably already dead with those three spells if they all crit. If he isn't, stay close and spam Arcane Explosion. He's toast. At level 30 you have to worry about things like a feign death to make you waste time if you start charging up a frostbolt.
That's as frost though, with Shatter, and Ice Block at your level to deal with mistakes you might make. As Arcane, I'd say your only option is to spam your instants. It's absolutely crucial that you hit him with CoC to prevent kiting, seeing as you don't have slow yet. It's important for ANY specced mage to stay as close as possible to the hunter. At range, he can drop you in the blink of an eye, at close range, all he's got is wing clip and raptor strike (which still hurt, but not as much as an Aimed Shot, Arcane Shot, and Auto-Shot back to back, with stings rolling). You'll probably be reduced to spamming Fire Blast and Arcane Explosion. Stay on his ass, and deal as much damage as possible. Arcane Missiles requires you to stand still, which means he's getting range, which means your death.
Paladins are definitely going to be trouble. You want to start the fight off as far away from him as possible. Get a sheep off, and warm him up with a frostbolt. You can't let him anywhere near you. This is another fight where arcane, at your level, is very disadvantaged, because your main nuke is Arcane Missiles, which asks you to stand still for 5 seconds. Keep him at range using rank 1 frostbolts and novas, and sheep him when he uses Blessing of Freedom. Kite during the bubble, sheep him right as it wears off, and then try to take him down like you did at the beginning of the fight.
You'll always be having a rough time playing as Arcane in PvP until you get to level 60, and you can finally get Arcane Barrage. Just get creative, and utilize your instant casts. You'll drain your mana like no other, but it's better than dying.

Cone of cold isn't an insta cast?
It is, but it sucks, for two reasons: first, you need to be close to your target, which means that if you try it against a ret pally, or a well skilled warrior/rogue, you are toasted; second, for CoC to do some decent damage, you need to have 3 talent points spent in it, and that (in my humble opinion) is a waste.
Your decent instant casts will be Arcane Barrage (at VERY high levels, since you need quite a decent amount of spellpower for it's damage to be worth), and Ice Lance for the Shatter combo.
At level 66, you get Ice Lance. If you have spent your talent points well (high damage and shatter cri/damage), with the Water Elemental, Frost Nova and Cold Snap, you'll have enough chances to freeze your target to get some Ice Lance+Shatter shots in, enough to kill a level 66'ish easily.

Cheers for all the advice. Th build I linked above I wanted to try and go for a build where I could PVP and also raid but I assume this puts me at a disadvantage for both?
You can't do both effectively. Forget it, no enough talent points for that. That is why you have the chance for a Dual-Spec: you can have a pretty good one for Raid, and another one for PvP.

Like I've said before, if you are leveling, go with Frost. It has the best offensive/defensive capabilities, along with great DPM (Damage Per Mana), which means that you'll see yourself having to evocate and drink a lot less frequently.
Check the suggestions I've posted on this thread for levels 30 - 40. I have used them myself when leveling, and I can tell you they do work.
