Arcane Torrent Diminishing Returns

Patch 3.0.8 (2009-01-20): All Silence spells now have diminishing returns. This includes: Arcane Torrent.
I used to play a BE Mage, and I'm wondering how arcane torrent and improved counterspell interact with eachother with this change.
I know the basics of diminishing returns... repeated cc's = lower duration each time, but I don't know how it exactly works... So...
#1 How long after casting arcane torrent or improved counterspell, do you have to wait before being able to cast the other one without diminishing returns?
#2 How long is the next silence's effect reduced by? ie: counterspelled, next arcane torrent reduced by 1 sec,
or
arcane torrented, next improved counterspell reduced by 2 secs.
#3 Do the diminishing returns affect the
non
-improved counterspell too?
#4 Fill in any other info you would like to share or anything I might have missed.

arcane torrent has a 2 minute cooldown, so i can't imagine that diminishing returns would have a terribly big impact on them if you're the only one using it. It's probably more for when there's a couple belfs trying to AT the same target.
i don't think diminishing returns affect the untalented counterspell because it's more of an interrupt/lockout effect. as far as i know those aren't affected by diminishing returns (i.e. a shaman's earth shock spell will always lock you out of whatever school for 2 seconds)...
the other info, i'm not sure of though.. and honestly i am not even sure where i would find that information.

Reading that, I think I made my question much more complicated than need be. I thought that all silence effects share diminishing returns now... but now I'm not so sure... Can anyone confirm this?

well that's the thing... untalented, counterspell isn't a silencing effect.. it's an interrupt and a school lockout.. those are two different mechanics and as far as i know, magic school lockouts don't suffer from diminishing returns.
either way, it would be good to have some confirmation on this.

ahhh NOW i understand the confusion..
i'm not 100% certain but i'm pretty sure that different abilities with the same mechanics will be affected by the same DR. (sap, repentence, hammer..).... again, i'm no diminishing returns expert by any means..
is there anyone out there who can confirm/deny this info or at least point us in the right direction?

In no way do any silence effects affect interrupts such as Counterspell's. In fact, interrupt effects themselves do not have Diminishing Returns with each other, meaning that an interrupt effect will always last the full duration unless other factors are in the equation.
This also means that you should always try to use Counterspell as an interrupt (as in, when the target is casting). Use it as an instant silence only when really necessary, and also account for the fact that silences can be bubbled and iceblocked out of.
i think this was more directed at the magic school lockout that comes with most interrupts. does the time from that suffer from diminishing returns?
