Quite a few people have complained about Divine Protection causing Forbearance for quite some time, the answer (as to why it does) has always been PvP. If these are the actual set bonuses (rather than placeholders) I wouldn't be surprised if one of the deep Protection talents gets amended to say "... and your Divine Protection no longer causes Forbearance."
I'd highly doubt that. Making it not cause Forbearance, just for a tier set bonus? And plenty of Protadins do PvP, so it's not like they couldn't access the talent.

Hmm, yet again another set of lackluster tier bonuses.
A spell on a 3-minute cooldown, reduced to 2 minutes by talents, and then reduced to 1.5 minutes with the tier bonus - but unfortunately it causes a debuff locking out use of the spell again for 30 seconds beyond the cooldown...
I wouldn't mind it if they had the tier bonus increase the damage reduction of the spell by 5%; stacking that with the
Glyph of Divine Plea
would put us at 58% reduction, but would also require some hefty gear and the use of a Glyph slot.
The Righteous Defense one isn't bad, but to be honest I'd rather see it increase the duration of the taunt by 2 seconds rather than reduce the cooldown.

Why do you doubt that? The only reason Divine Protection was ever linked to Forbearance is because the initial version of it provided full immunity. Now, it's just a shield wall with arbitrary restrictions. A tank is never going to chain pop Divine Protection then Divine Shield, and if taking DP off Forbearance causes "Protadins" to start tearing up Arena, then I think they really need to rethink the whole thing.
I doubt it for the very reason you mentioned: PvP. Being able to shield wall, followed by complete immunity? Seems a bit ludicrous; I'm not a Protadin, so maybe I'm off-base here, but that seems just a little OP.
And again, like I mentioned -- it'd be VERY impractical to give Protadins such a buff JUST so they could utilize a tier-set bonus that doesn't make any sense in the first place.
Placeholder bonus IMO. I don't see this remaining without some sort of reworking.
And hey -- maybe it's all because they know how much sites like MMO-Champion likes to datamine, and this seriously is a placeholder just so we don't see what the actual bonus would be. Then again, PTR is up... I dunno, I'm tired and spitballing. :P

It probably just reduces Forbearence by 30 seconds as well. Not overpowered in PvP, and not unusuable anyways.
