You need Improved Blizzard for Frostbite and Permafrost to work on people hit by blizzard, Yes. If you don't have Imp Blizzard, Permafrost and Frostbite only apply to spells like Frostbolt, Cone of Cold, and Frostfire Bolt.
Shatter works on anything affected by Frost Nova, Frostbite, and Fingers of Frost (where they're treated as frozen, but without actually being frozen, which is what frostbite and FN do).
AOE leveling is very efficient and levels you up fast. The downside is that there are only a few select places in Azeroth where it is ideal to do so. Like at your level, if you are horde, you're at the Dabyrie Farm in Arathi Highlands... and you just kill all those people over and over and over and over until you're high enough to start doing AoE in Tanaris.
If you like Single Target nuking, that's okay. It's just a different playstyle that will tend to level slower. And by slower, it's not by as much as you'd think. When you Blizzard AoE grind, you're drinking after every pull where you've killed 5-7 guys. Single target, you're drinking after killing 5-7 single people. The difference here is the time spent going from person to person in those 5-7 people.

Take note: If you're going to use Blizzard AoE grinding, you do NOT want Frostbite.
What this will do is your group of 5 mobs will get 1 of them snared by Frostbite, and now you have 2 groups to deal with, but you can only hit 1 group at a time with Blizzard.

FWIW, it's a lot faster to level by questing than by AOE grinding these days. They really improved the xp a couple patches back.
That said, AOE-ing is still pretty fun to do every now and then, just for the sheer pleasure of seeing tons of mobs drop at your feet. :)

Single target: 3/3 Frostbite + 3/3 Permafrost is useful.
Dont worry about Precision for now. Try something like
this
for single target and something like

for AoE.
You MAY get Frostbite for extra CC and crits, but you MUST wear Mage Armor instead of Frost/Ice. Mage Armor will not proc Frostbite. If that is the case, something like

That isn't possible at this lvl:
Molten Armor
is something you don't get until 62.
