I was on my level 38 warlock and I was able to get the pattern from Crosby, though I had to die to do it. He had several lvl 40+ warlocks and lvl 43 swashbucklers around him that were so close that I doubt I could have pulled one without bringing two or more on me. Rather than take on mobs that were higher than me I tried approaching him from the hills (heading towards the ocean and at his back) like someone else suggested. I moved towards him slowly and as soon as I grabbed aggro I made a run at him and right clicked. The admiral's hat pattern is on the second page if I recall correctly and bought it off of him just before dying. My voidwalker helped alot in grabbing some of the aggro off of me, but I believe anyone 35+ should be able to survive long enough to grab the pattern from Crosby before dying if you make a quick run at him (since the warlocks have to take time casting and the swashbucklers have to run up to you). Once I died I just rezzed at a spirit healer. If you are too low to fight the mobs and don't mind dying, give this a try. If you are high enough to take the mobs or have a few people with you then just fight through to him. And you do not need to have good rep with the Bloodsails, as I was able to buy from him and I don't have good rep with them.

Someone answered my forum post about this guys location:

Cowardly Cosby is hanging out with the Bloodsail crowd.

Coming out of the Booty Bay exit (cave) make a right towards the beach, approaching the beach make another right and follow along. Go to the 2cd encampment. He is parked there with a slew of of swashbucklers, mages and minions.

Clear it and HOPE he has the pattern. It has something like a 6+ hour respawn rate to show up in his vendor list.
