All Rogues at low levels are very reliant on auto attacks and Sinister Strike damage. You should aim to pick up a nice slow Axe, Mace, Sword, or Fist Weapon as quickly as possible and spend the Silver on the respective weapon skill.

Echoing off the above point, it is imperative to keep your main-hand weapon as updated as you can.

Taking both Skinning and Leatherworking will give you access to a variety of useful early-game crafted items.

First Aid can be used to craft bandages as well as healing potions, giving you reduced downtime in between pulls and an instant heal when needed in combat.

Subtlety gains the most from utilizing weapon swaps by having a dagger equipped before you engage and swapping to a slower Main-Hand after you open. Ambush requires a dagger equipped and benefits from talents like Improved Ambush and Opportunity. The reason for the swap back to a slower weapon is to empower Sinister Strike (which favors a higher top-end weapon) for the lower levels until you can access to Hemorrhage.

Vanish is an amazing escape tool that can effectively get you out of any situation and is the ultimate cheat death mechanic that Rogues get in their toolkit.

Dungeons

A lot of your usefulness in dungeons will come from preventing damage to your party. Sap no longer breaks you out of Stealth and can be used as a reliable form of Crowd Control, provided you can get in range without the mob seeing you. You can also rotate between Kick and Gouge to prevent casts from going off.

With the level 30 cap, we can now also use Cheap Shot through Vanish as well as Kidney Shot for even more interrupts!

If your group is physical leaning, you can apply Expose Armor to amp up everybody's output.

Pick Lock can be used to open certain doors in dungeons (think the locked door prior to Ironclad Cove in Deadmines).

If an enemy is about to die that you currently have Combo Points on, you should aim to expend those in of two ways before they go to waste. The best gain that you can get is if you have another enemy in the pack with high health. You can use Slice and Dice to give you extra damage towards the next mob. Otherwise, just try to squeeze in an Eviscerate.
