Blizzard is working on addressing Cosmic Flux availability in Shadowlands Season 4, but they haven't nailed down the exact implementation yet.
I can’t speak to the exact implementation as it’s still being decided, but we’re going to be addressing Cosmic Flux availability when Season 4 launches, or shortly thereafter.
Account-wide Cosmic Flux has been a very common request from the WoW community as many players have way too much Cosmic Flux on their main that they would love to give to alts. While people were hoping that Blizzard would do something at the start of Patch 9.2.5, it looks like Blizzard is looking on addressing it in Season 4.
