Surging shots drops from a world boss. 3rd world boss in the dungeon journal. If we can assume they go in rotation of dungeon journal placement you will not be able to craft this legendary for some time.

Serpentstalkers drops from a dungeon so that is farmable.

Looking at the Mythic raid, the Shoulders drop off the final boss. The recommendation to make the shoulders in place of the ring for "Serpentstalker's Trickery" is not the most optimal. It is actually more optimal to create the ring.

Has anyone determined if the now buffed surging shots (35% instead of 25% damage to rapid fire) changes any of this? I definitely felt the nerf on my dps by serpentstalkers no longer proc'ing wild spirits last night.

Will Serpantstalker legendary still work if you do not have Serpent Sting selected in your talents?

I know there are many variables when testing and theory crafting. However, I would present that Echo of Eonar moves to about the 3rd spot in the list as it's proc would assist 3x additional players at roughly half the full effectiveness. Maybe more... maybe less depending on the gear of the person it buffs. In the test graphic EoE produced 94 DPS, however that would move up to 3rd place if:

94 + (94*.5) + (94*.5) + (94*.5) = 235
94 + 47 + 47 + 47 = 235

Not only that, but it is versatile in so much that it would buff DPS effectively on single and multi-targets.

Ultimately it would seem that in a perfect raid scenario, the right amount of people with spreading buffs could produce best overall results.

I wonder if the self proc @10% would stack if you received a secondary proc of this from someone else? For example 10%+5%=15% and that would mean 3 other people could also have this stacked affect.

When unlocking the new dungeon's hard-mode, players will receive Passably-Forged Credentials as a reward at a base level of 226, which can then be upgraded to item level 233.

As far as I know, you cannot upgrade the neck past ilvl226... does that then make taking HC necklace a better option now or should I still be using Credentials?
