I'm baffled. Sometimes, my threat is fantastic, 8-9k TPS bursts with an average around 6500. But ten seconds later I can drop down to 4k, even 2.5-3k TPS.
ArmoryI quit playing right before Ulduar launched and resumed a month or two before 3.3, so my gear has a hole or two in it (notably, Black Heart & cloak). My hit's good though, expertise is around where it should be, about 52% crit raid-buffed.
I know I'm also spec'd for mitigation main-tank situations - I
could shift some points around without compromising mitigation, but not enough to significantly alter TPS. My "offset" is Resto, but I split my time between the two in raids right down the middle, so spec'n 0/55/16 to pick up the threat talents isn't really an option.
My rotation is fine, for all that I've read - Mangle when it's up, Maul always queued/FFF when off CD, 5-stack Lacerate, occasional Swipe, Berserk when convenient, etc. I rarely if ever have issues with rage that would impact TPS.
Am I the only person who is experiencing this spikey bear threat? Am I just totally glossing over the problem?
EDIT: I understand 2pc T10 would be a threat increase, but how much of one? It's still a ways off, ~110 Frost badges, but that is an option, I suppose. But I feel like I'm just seriously screwing something up. Other tanks blow me waaaay out of the water as far as TPS is concerned - and, occasionally, damage mitigation as well.

If dps are pulling off you they either obviously outgear you or are jumping the gun; can't do much about the first possibility but if it's the latter that's a problem with the dps, either way they should be watching their threat.
If the problem is other tanks and you just can't seem to pull your own weight it's most likely that they either overgear you or you're referring to a paladin while tanking undead mobs but a few changes on your part wouldn't hurt.
You have charge, don't hesitate to monopolize on that to establish initial aggro, it's much easier to maintain aggro than it is to steal it from someone else.
Below are some suggestions on talent builds. If you absolutely have to have the additional damage at all times to maintain threat then use the listed MS build. If you can live without the constant bonus and just need the occasional on-demand threat boost and everything else the spec brings then go with a KotJ build. If survivability isn't your main priority (ie. farming heroics or seasoned raider) then go with the KotJ+MS build.
Spec0/53/11+8 is the very basic bear build.
- OoC is taken as it procs off both autoattacks and mauls and is a godsend for low rage situations allowing you to maintain respectable threat generation in the absence of rage.
- ILotP is the only talent left that actually offers you more survivability and in fact grants its benefit to all physical dps
Due to the value of these two talents they're generally included in most guides' bear talent builds for
0/55/11+5From 0/55/11+5 you have two options, KotJ or MS.
KotJ offers superior utility, better shifting mana reduction, better burst damage when it matters, and if enrage is used every 60~62 seconds KotJ offers more dps per point than MS.

0/58/11+2 the last two can go into-
- Shredding Attacks if you often go cat otherwise it's quite useless
- Brutal Impact to halve the cd of your only reliable PvE stun/interrupt (strongly recommended if using a KotJ build)
- Nurturing Instincts for increased survivability while soloing (healing ~35k with a tiny mana pool and no +healing is a pain)

MS =
0/55/16If you're strictly running content where survivability isn't your top priority and you'd like more dps/tps then you can in fact combine a KotJ and MS build into one but it will lack utility of a KotJ build, the survivability both KotJ and MS builds have via ILotP, and the consistent rage supply from OoC, a KotJ+MS build would look like so,
0/56/15. (Wouldn't recommend this as a raid spec to the inexperienced)
The third major glyph should be Survival Instincts for survivability or Growling for specific encounters where a taunt missing is the difference between loot and a corpse run when under spell hit capped. The other two minor glyphs are preference but Challenging Roar is recommended.
Face Blocking: 101If you chose the KotJ build you can use enrage upon starting combat to quite effectively establish and solidify your threat lead or use it with a berserk for a very large 1-3 target threat jump..
