I always thought it was 500 + (0.75 x SP).

Here's the maths behind their conclusion.

5500AP * 0.3 = 1650 SP (from Sheath of Light)

500 (base) + (1650 SP * 0.75) = 500 + 1240 = 1740

Which is roughly how they get to their Sacred Shield figure. They're just skpping the intermediate step because it's just a bit of maths. You could alternatively say that for Ret pallies, it scales for 0.225 of AP.
