When I play wow and make a macro it will work fine while I'm playing. there is a macro I made a long time ago I delete at the same time I make the one I want.
The issue is when I log off and log back in the old one I don't want reappears and the macro I made is no longer there. So how do I get rid of the old one for good and make the new one stay in between log ins?

Having the same thought as wycorp. As you need to properly relog/quit/log out for changes.

If you open macro-cache.txt in your WoW\WTF\Account directory can you see the macros you're referring to?

Check the macro-cache.txt isn't "read only"
Windows Vista has some files stored out of the wow folder (can't remember now and don't have Vista), check them too.
Windows 7 does this too. It's called the 'virtual store' and it messes with wow's file read system. In short, programs running inside of the C:\Program Files or C:\Program Files (x86) directories have all of their write calls redirected to another location. WoW does not take this into account, and thus cannot find the changes it's saved.
The easiest solution is to simply move the entire World of Warcraft directory outside of your Program Files directory (yes you can actually just move the World of Warcraft folder like that, but I don't suggest trying it with any other games :P). I suggest moving it to something like C:\Games
