Have you tried updating your sound drivers? Find and download your latest sound drivers from your manufacturers website and then see if you have problems.
Is the sound problem only in World of Warcraft, meaning there is no whir sounds or repeating sounds normally only during WoW?
I'm 90% certain it's a driver issue.

Ok I just re-read your post.
My Laptop had this problem, sound skipping, whiring sounds, or sounds stuck.
My laptops hard drive died about 4 days later (still yet to replace)
However they may not be your problem so don't threat. Have you tried running repair.exe?
The installation on my laptop was a copy and paste of WoW directory from my desktop, so It may be corrupted files / corrupted installation?
Have you played WoW before and not had the issue then it suddenly appeared or you just recently installed WoW and then had the issue immediately?

Repair.exe is located in your WoW directory, should say Repair or Repair.exe with a Blue Icon. Double click that and tick Reset and Check files.
Locations of directories
Windows XP
Local disk > Program Files > World of Warcraft
Windows Vista / Windows 7
Local disk > Users > Public > Games > World of Warcraft
If you get a message saying "WoW is seriously damaged and must revert to an earlier version" then its a corrupt installation.
Not sure about MAC, also ill ask what OS are you using and your CPU specs while were at it.
Im pretty sure tho that its either Driver issue or Corrupt installation.

Those specs are fine for low settings.
When the repair finishes (or does not finish) tell me the results.
Also update your Sound driver then Restart your computer and tell me if this changes anything.
Also one final note, Right click My Computer click Properties then click Device Manager.
Make sure no Devices have a yellow ! - which indicates driver issues. You can also locate Sound drivers, and click "Update Driver" button to update drivers that way, remember to reboot when drivers update.
