It's a simple thing;
Blood = Only viable End-Game Progression Hard Mode Build.
Frost = Fine until Hard Modes.
Ok?
Pretty much every tank that raids is Blood on my server, from ToC10 to ICC25H, so where you got your idea that it's only viable for End Game HM progression is beyond me.
Blood is the best Single Target spec as far as I know, and definitely viable for any level of content. Frost might be better for beginning tanks in Heroics as it has better AoE threat, but that's about the only time Frost is better.

blood as much more tools to survive incoming damage than frost or god-forbid Unholy.
on a start, blood has more stamina due to veteran of the third war.
DS can provide a robust self healing
Will of the necropolis is also godsent now that they removed the CD.
and their "survival CD" is better, just flat-out better.
the survival CD of frost is unbreakable armor, increases STR, and armor, wich doesn't help much, at best you're looking at a few extra physical damage reduction (there is a cap, and since DK's already have a HUGE ammount of armor, it's not as helpfull as people think) however many bosses deal non-physical damage, particulary frost and shadow on ICC.
the survival CD of unholy is nice, but limited, just 3 hits and adios, is not really that usefull.
the survival CD of blood is absolutely gorgeous, not only increases your HP pool by a large ammount, thus making you able to soak more damage be it physical or magical, but it also increases all healings (yours and those of the healers) by a LARGE margin, it's quite easier to top off a DK with vamp blood. In terms of survival CD, vamp blood flat-out smokes the others.
and Improved Blood presence is just as good as improved frost presence.
why? improved frost presence reduces damage taken by 2%, at best that is like if a hit normaly does 12k damage, it will do 120 less dmage, that's it, 120.
imp blood presence heals you for 4% of all damage done by you wich includes skills, dots and auto-atacks, just from the dots alone expect arround 50-100 HP restored every 3 secs, for auto-atacks expect 600 hp restored per hit, and for skills expect anywhere from 700 to 1000 restored per hit.
so, while one negates 120 damage, the other can negate up to 2k damage, it doesn't take a genius to see wich one is nicer.
seriously, the only good factors frost has for tanking is the extra 3% miss rate for the mobs and the larger duration of Icebound fortitude.
because if we're gonna talk about AOE threat, is true frost is nice due to howling blast, but thanks to death-rune mastery, blood tanks can pull 6x blood boils in a row, wich again flat-out smokes any howling blast avaliable in terms of AOE aggro generation.
bottom line: be frost when u're starting out in 5man heroics and are gearing up, but as you step into raids, is best to change to blood.
of course in the end, it's important to choose the one you feel more confortable with, just don't go unholy, that spec has stopped being a reliable tank spec since the death of unholy blight.

Yes, VB is a lot better CD than UA. Acclimation frost tanks are better for magic damage bosses any day, but until HMs both specs are perfectly acceptable, with a good player. In HMs, blood would win on high physical damage fights.

False. Are you gonna tell me that 6 BBs is better threat than 1-8k HB crit? Nope, sorry. never.
Plus 6 BB's in a row it just a bad idea, tabbing HS's is better.
Not only that but by the time you have 6 death runes to allow 6 straight BB's, you have either already lost AoE agro or you don't need the AoE agro.

I would not recommend DW tank weapons against bosses that have parry-hasting enabled unless you are sitting at a very healthy expertise rating, ie, at least above dodge cap.
