Patch 10.2 PTR Class and Tier Set Tuning Hotfixes - Preservation Evoker Tier

Living Flame has a chance to apply Echo at 70%50% effectiveness on allies healed, or a nearby ally who doesn't already have Echo.
Proc chance increased to 33% (was 20%)

This is a minor net buff to a fairly mathematically weak tier set. It does improve the realiability of its procs a lot though, and it should feel much nicer to play than before. Keep in mind that the "50% echo" still benefits from Time Lord if you've talented into it.

They've also introduced a bug with the change where the free Echo can be immediately consumed by the living flame and proc another Echo. That's likely to be fixed before it goes live but in the meantime it's a further increase in the number of Essence Bursts we're proccing through a fight.
