This is quite good for WW barbarians at level 44-48, when this usually drops.
Without Bold Chieftain's and Echoing Fury aspects and without glyphs, Unbridled Rage makes us Fury starved.

I got a level 70 version of this from a treasure goblin - 717 item power - still not as useful as the loot I had on.

Dropped from Lilith, seems to be guaranteed drop judging by the comments here. Mine dropped with the best roll of 40% ressource cost refund, need others to say if this is also a guaranteed value or if I was just lucky. Seem pretty good for WW Barbs, but "only" 570 Item Power on mine.

I think its guaranteed and drops at 570 everytime the value of the cost refund is random mine is 35%
