In-game this set is called Stormwing Harrier's Camouflage: Vault of the Incarnates: Normal.
An easy enough way to get it is to convert items from the Primal Storms Mail Set at the Belebungskatalysatorkonsole.
That set comes from "Raging Tempests" gear, which can be purchased (at level 1/3) with Elementarüberfluss or created (at level 2/3) with "Primalist Mail" items.
