So is this quest strictly PvP or can NPC's also be killed?

as of today 12/11/2018 its been reduced to 25 horde players.

As of Patch 8.1.0 players are required to kill 25 Level 120+ Horde/Alliance within Kul Tiras or Zandalar. This will reward you with a ilvl 370 piece of equipment for your class and 1000 Azerite Power.

So, what are the requirements for this quest? I got it today at an ally character after the 8.1 patch, but couldn't find the equivalent on horde.

I did this quest today while I was in a raid group (we were 25+), so you don't need to be in a 5 person group.

UPDATE: Quest can no longer be done while in a raid group :/

If you're wondering how come you don't see this quest as available -- and indeed even Wowhead right now doesn't say who gives it in the info box -- that's because you're playing in a region where horde has more people with War Mode on. Per Blizzard:

In War Mode, an outnumbered faction now has access to a weekly quest to slay 25 level 120 players of the opposing faction, rewarding a piece of item level 370 Arathi Warfront gear and 1000 Artifact Power.

On the Alliance side this quest is given on the boat by Mathias Shaw, so I'm guessing that his counterpart on the horde ship, Garona, is the one who offers it when it is available.

Vast majority of Wowhead data, including quest specifics, relies on many users submitting info from their wowhead clients. I find it so amusing that Horde's Against Overwhelming Odds is so rare, the quest info here is incomplete compared to the Alliance counterpart Ungleichgewicht der Kräfte. There's no side label, no NPC recorded, quest text hasn't been updated for Uldum/Vale, rewards aren't all there, and no completion text.
