Elite PvP Weapon Upgrades Possibly Removed in Patch 9.1 - 2100 Rating Required for Max Weapon Upgrades?

On the Patch 9.1 PTR, we've noticed that the Conquest PvP Weapons only have 5 Upgrade Ranks, compared to the 6 Upgrade Ranks on live. Could the Elite PvP Weapon Tier be removed in Patch 9.1?

If you log on the PTR and look at the PvP Weapon tooltips, you'll notice that they currently only show 1/5 Upgrade Ranks, compared to the 1/6 Upgrade Ranks that weapons have on live.

Elite Weapon Rank Removed in Patch 9.1?
This does seem to indicate that the Elite Weapon Rank (2400 Rating) seems to be removed for PvP gear in Patch 9.1. However, this is unconfirmed and anything can change on the PTR as this could be unintended and the data for the 6th upgrade rank could not have been applied yet to next season's weapons, or this could actually be intended. Only Blizzard really knows at this point.
If this is the case, this means that PvPers only need to hit 2100 Rating to unlock all their upgrades for that week. Remember that in Patch 9.1, players will
need a weekly win
in order to upgrade your PvP gear, so you won't be able to hit 2100 and then never play a game again.

revealed the Duelist Item Level
for Season 2 and Unranked gear is on the Vendor, so this should be the Item Level Chart for Season 2 assuming the Elite upgrades are gone.

Thoughts and Conclusions
This change seems intentional to me because it seems to have some good effects on the game as a whole.
This change caps the max item level for PvP gear in PvE to -6 Mythic gear, especially on weapons, which makes it less compelling for PvE players and possibly less incentive to boost.
This change reduces the item level gap between Unranked and Elite players by 7 compared to Season 1.
By reducing the max item level for PvP gear in PvE content, PvE players should feel a lot less compelled to PvP for gear. The only way to get Mythic item level weapons for PvE content will be from Mythic raid and the Great Vault as PvP is no longer an option being capped at -6 Mythic item Level. If the Elite Weapon upgrade tier remained in the game, that would add an additional way to get Mythic item level weapons in PvE content. This will hopefully have some impact on the difficulty of the ladder, something that PvPers have been providing feedback on, as Blizzard
noted that the skill requirement of 1,000 rating this season is more similar to 1,400 of previous seasons
. PvPers will still have the best gear in PvP content having the ability to get 259 Item Level gear in every slot, whereas raid will only give 259s in certain slots.
While it's probably not as far as some PvP players want, the removal of the Elite upgrade tier and the
addition of WoD style PvP gear
would shrink the gear gap between Unranked and Elite players by 7 item levels. I do think there will still be some problems with hitting gear breakpoints, as not only are you fighting players that may be more skilled than you, but also more geared than you. However, Blizzard might be worried about all the PvP changes combining in Patch 9.1 (PvP Item Levels, Elite Weapon Tier Removed, Requiring a Weekly Win) which may affect the PvP ladder by a more significant margin than intended and they might wait for more live data before making further changes.
