Dread Breath No Longer a Private Aura on Duo Dragons Boss

In the latest hotfixes, Blizzard has removed the Private Aura flag from the Dread Breath dispel on the Duo Dragons encounter.
We recently covered how
healers were struggling with certain dispels
in the Season 1 raids due to the Private Aura system. It seems that Blizzard has heard at least some of the feedback as they have made one dispel no longer private -

on the Dragons encounter.
Dread Breath is no longer a Private Aura
This should make it much easier for healers to dispel any player who gets hit by this ability, as the glow should return and the debuff should appear in a more normal location.
The question is why was this even a Private Aura in the first place? This ability has no assignments that need to be done and is just a simple dispel. Will Blizzard make the other dispels non-Private Auras as well?
