Hit to cap: (and if you are questing, the cap is low.. check your character sheet to see what you need.. you don't need to get to 17 percent for questing and not even for heroics...and you should get your hit from spirit since you have all that spirit gear as holy)

Do you apply all your dots? How long to the mobs last? (Armory link would help). When I was questing in Twilight Highlands, where the mobs are the hardest, I applied all the dots and used SW:D (before less than 25 percent health)on every mob to get mana back. Plus Shadowfiend (pull one mob, then pull another with SW:D, put the pet on the second mob, finish off the first one). Use Dispersion when traveling from one mob pack to another.
I literally never ran out of mana. I was actually needing to heal myself since I always had mana to kill, but maybe not the HP to last the fight.

On outdoor mobs I use Mind Spike and Mind Blast. The guaranteed crit does a beejeebus lot of damage. Kills with Mind Blast should explode mobs into a fine red mist!

On mobs with ~75k hp or lower, I do Mind Spike x3, Mind Blast, SW:D.
On mobs with 100k+ hp I use DoTs.
Always try and finish a mob off with Shadow Word: Death, as it gives a nice amount of mana back.
As for stat priorities, pick up
SimulationCraft
and plug your character in so you can see what the exact stat weights would be for your shadow priest.

I gear with spirit in mind since it also regens mana. It does more than hit, so I prefer it over hit. Being hit capped isn't terribly important. I think I'm sitting at 15% hit but 21% haste and I do about 13k dps average on normal fights. Just have to pay attention for when stuff does miss. I may move some haste into spirit to get hit capped and see if there is a difference.
Spirit is only useful as mana regen for healers. If you get a lot of spirit gear it's "easier" to go between the roles of Holy/Disc or Shadow. Though as you get to higher difficulty content, you will want a separate set of gear that is appropriately enchanted, forged and gemmed.
(for instance, Heartsong isn't doing you very much good if you're shadow.)
And what content are you doing? 15% well over the required amount for Heroic dungeons, but still falls short for raids. And if you look for it, I'm pretty sure you'll notice the misses. I seem to have pissed off a WoW deity somewhere that I wasn't aware of, because even with .07 chance to miss, I still noticed several spells miss, and when I went back into Recount logs, I had a good 20 spells missed, a large amount being Living Bomb, and several more being Pyro's, especially when I was hunting for Combustion procs.
