I don't believe it's possible to have the macro decide which skill to use based on its availability (special circumstances like a parry, cooldown, combo points, energy, etc.). What I did was create a macro that lets me use Riposte when I hold down Alt (I'll hold Alt when I hear the parry sound and see if the button is lit up or not).

/cast Riposte; Sinister Strike

It requires you to decide which to use, but it still saves some space on the hotbar.
