It's funny, just last night I was going to make a post on this topic with the 3.2 changes in mind.
However, the amount of damage and threat from Heroic Strike is HUGE and just can not be made up by increased Devastate damage and increased Deep Wounds.
Just an example of a 3 minute boss fight. 180 seconds is 112 melee swings with a 1.6 speed weapon. Lets say 70% of those get turned into Heroic Strikes, so 78 HS during the fight. Now switch to a 2.6 speed weapon. Over 180 seconds that's only 69 melee hits. Even if you had 100% uptime of heroic strike with the slower weapon, that's still 9 less heroic strikes. At 495 extra damage and 259 bonus threat each, that's 4455 damage and 6786 pre-stance threat that you are losing.
By using the slower weapon you are adding about 100 damage to your devastates. So over 180 second you would need to do about 44 devastates (37% of your available GCDs) to equal the damage and 68 devastates (57% of your GCDs) to equal the threat from heroic strikes.
It just doesn't work out.
But back to the original question, you can go ahead and use a slow weapon for heroics and trash. You don't depend on anywhere close to 100% heroic strike usage, in which you aren't losing any heroic strikes and you are gaining all the DW and Dev damage. Just make sure you use your fast weapon on Raid Boss fights.

Before I got my
Red Sword of Courage
, I used
Titansteel Bonecrusher
on trash and then had a macro key that instantly equipped
Eternally Folded Blade
in it's place before I engaged a boss.
Although the Bonecrusher had a 1 sec slower swing speed, I could hold aggro on multi-mobs better due to the higher threat Cleaves.. not to mention bigger TC's and SW's too.
Edit: and more Deep Wounds damage too, as Porcell mentioned.
At 178.8 DPS weapons, going from a 1.6 speed up to a 2.6 speed weapon causes each deep wounds application to do 86 more damage (~14 per tick).

Just cause a fast is better most of the time, doesnt mean a slow is useless for everything. Carrying a second slow tank weapon takes up a single slot in your inventory.

Why is slow better on trash? I have glyph of cleaving, and queue cleave every autoswing, is my faster (and more cleaves) worse for threath than slow just because of a slightly better deep wounds effect?
I believe that a slow weapon has the edge when getting low incoming damage, the situations where you dont use cleaves or hs and mainly spam devastates and hopes for sword and board to procc.
For example, your offtanking an add, your add dies you attack the already tanked boss to help dps. Thats a good example for when slow pwns fast, (but your actually not tanking there, even if your stuck in your tanking specc and gear), or another example, your offtanking an untauntable boss (like Moroes) have to build lots of threath so he goes to you when he blinds tank or whatever. There a slow weapon is superior.

a slow weapon is better for trash mainly because of deep wounds. remember that deep wounds procs off of everything, including thunderclap and shockwave.
i don't carry an extra weapon around for trash myself, but it will help you with a bit more aoe threat.
