hmm... i use a addon from curse called shockandawe. Its a very good addon produced by a author who constantly updates it and replies to any problems you have. It basically adds a timer you can place anywhere on your screen (mine is right under my character) and it shows you what your maelstrom stack is, what your cooldown remaining is on any shocks, lava lash cd etc. I find it to be very good, i know its not a automatic thing like you asked for but by using this i find i can keep track of what my maelstrom stack is extremely easy.

when i gave it a little deeper thought after i posted this question i figured it would be like botting. but it would be kina cool if there were a script for checking stack-up buffs.

is it as easy as that travysh? something like
/cast Strormstrike
/cast lightning bolt
/stopcasting

something along those lines?
