Im a Feral DPS in a guild doing ICC25. On static fight, such as Saurfang, I managed to pull up to 8.3k dps. Currently, my guild is progressing on Putricide, and sadly, I'm not helping with 4.3k dps, about 1.1M damage done. My dps dropped alot.

Fully buffed with flask and food, I have about 10.2k ap, 63.8% crit, 42% arp
On a side note, I'm running with 200+ latency and a pretty bad fps, 18-24. During Lust, id drop to 6-8 fps. For most of the fight, its 6-10 fps. Could this be the problem? Or is it that I don't have the skills? Would dancing with the dps dummy could improve my dps?

I agree with what's been said.
One thing that's helped me a bit on movement fights with melee DPS is learning to move with the mouse alone. A problem with the movement fights is that you often use one or two fingers for moving, which cramps your style/rotation/facerolling/finely tuned priority decision-making. As you probably know, holding down both mouse buttons at once causes you chaaracter to run forward. This, though awkward while learning it, frees your other hand.
I'm still learning to deal with the multitasking of movement + not standing in bad stuff + mashing attack buttons, but I do feel mouse movement (when I don't move too far, which happens less and less) helps a little. I may just be more digitally retarded than most players, of course.
Theoretically neurologically speaking, it ought to help multitasking when you split one effort (moving) to one hand and thus one side of the brain, and the other (attack rotation/priority) to the other side of the brain.

Additionally I'd say cats have a natural disadvantage in fights with a lot of target switching. The problem is our long ramp-up time. You need to get Mangle, Rake, SR and Rip up before you really start doing damage. SR stays active when switching but the rest is enough to severely gimp our dps. Before we can really get going the add usually is dead already. Putting Rip up on a slime or even on Blood Princes is barely worth it knowing it will probably not run it's full duration.
I haven't really figured out a way to handle this properly. It's not an issue on Marrowgar (DoTs continue ticking during Bonestorm) but it's very bad on slimes or BP or Jaraxxus adds. I think using the CP you generate on adds for SR and FB instead of Rip is the best thing to do but it will still be a serious dps loss.

Turn all your video settings down to a minimum. Try to reduce the amount of effects on your video card as much as possible. You can also use your task manager and turn off all non essential programs that windows opens automatically. This should help a bit with lagg.
Then, you should have everything keybound to save your reaction times. If you're clicking, the lagg will lower your dps even more on moving fights. You should know exactly where everything is on your keyboard without looking for feral dps. This helps a tremendous amount on movement fights.
Melee suffers the most from lagg, and having all the spell effects up makes it near impossible to see anything.
