In PvP, you'll never get a HT off. you'll be healing with mostly Lifebloom (as rejuvs and regrowths will be purged a lot of the time, LB will bloom when it's dispelled) and Rejuvenate. Your HT's will just get used with Nature's Swiftness.
Good healing ring comes from Honor Hold/Thrallmar Revered. You want that anyway for your helm enchant.
Healing Belts are not easy to come by. There's a decent leather one in Arcatraz, but you may just want to get the Guardian's belt, depending on how lucky you are in drops.
Heroic Sethekk Halls drops a good epic healing bracer, but it's cloth. Vindicator's is cheap (9k honor), so that's an alternative.

There's a couple of cookie cutter builds.
With pvp, there's 11/11/39

With some wiggle room points... that's to get Insect Swarm and Feral Charge (pvp druids use Feral Charge for Spell interrupts/immobilize, and also just to get away from someone). Because there's no Tree of Life (you're never in tree form in pvp), it's bad for pve, so this is a pvp-only build

Uninterruptable cyclone and Feral Charge along with ToL. This is a build used by people who want to do better than a full resto build in PvP, but don't want to respec all the time. It's pve-okay, just not pve-great.

The 45 points in resto in that build are all you need to be a raiding tree druid. All of the other talents are there to improve Healing Touch and Tranquility. I'm personally fine with just 45 and can't imagine using more, but I haven't healed EVERY boss in the game, so maybe someone will explain where a full resto druid needs HT. I've always been fine with regrowth, swiftmend and NS HT when needed.
