Calling heroic strike a "key ability" for fury is misleading at best. It is a rage dump, and a bad one at that. Conversely, omitting heroic strike and revenge from the key abilities for prot warriors is at least as bad. Heroic strike will usually be the top damage ability for a prot warrior on single-target fights.

I have a few questions regarding Titan's Grip and the talent tree that has been linked here:
1. Why is Tactical Mastery used? Is there a reason to leave Berserker Stance (Thunder Clap)? If Rend is ever used, wouldn't Improved Rend be better than Deflection?
2. What is the best rotation for a fury warrior with Titan's Grip?
3. I had previously read that putting three points into Bloodsurge is a waste because it contributes a paltry amount to overall DPS (<2%, if I remember correctly). Has recent testing showed this to not be the case?
Thanks in advance!
Edit: I missed the change to Bloodsurge in the 3.0.8 patch notes. Thanks Tubey!

Name another rage dump? Cleave? Not really, very situational and in trash fights alone usually, except bosses with adds. So Heroic Strike is a key rage dumping ability in a limited rotation.
Revenge was left out accidentally, and has been corrected. Heroic Strike isn't a key ability for a Protection Warrior, albeit used as a rage dump when Shield Slam/Revenge/Shockwave is on CD. It causes an "OK" amount of DPS but isn't essential to the task of tanking. I've already stated in the Prot description that it is a rage dumping ability that should be used.
So... HS a rage dump for DPS warriors and therefore key, but HS only a rage dump for prot warriors and therefore not key? Even though prot warriors have far, far more rage to dump and get far, far more benefit from HS than DPS warriors. Not to mention it has been the prime factor for deciding weapon speed for a tank since forever.

No, HS is the sole rage-dump for a TG Warrior whilst waiting for the rotation on WW/BT/BS. Therefore, it's key in a rotation. At the moment anyway, but I believe Cleave may become the one of choice soon enough, but will actually take even more of a back seat next patch.
Whereas Protection Warriors use a much wider rotation, involving Cleave on trash, Shield Slam/Sword and Board, Revenge, Devastate, Shockwave, Thunderclap... the point is, the opportunity for raid-dumping is considerably less than in a TG rotation, and is only used when the max amount of Sunders are up and Shield Slam/Revenge/Shockwave/Thunderclap are ALL on cooldown, as well as Sword and Board not being procced.
How often does that happen? ^^ It's perfectly fine to count HS as key for you, but personally with high avoidance meaning constant Revenges and frequent Sword and Board procs, I really don't see it as so. I'd hate to see tanks thinking that Heroic Strike is something to smash as soon as you have the rage to do so, whereas I'd suggest TG Warriors should contemplate hitting it when everything else is on cooldown, especially considering that it'll proc Bloodsurge next patch. Let's get into good habits!
Heroic strike is just as much the sole rage dump for prot warriors as for fury warriors. Both can use cleave instead when there are other mobs nearby. It is much more important for the prot warrior however, because he has far more rage to dump. Using heroic strike is by no means limited to situations where sunders are stacked and shield slam and revenge are on cooldown; it can be used concurrently with any skill on the GCD as long as there is enough rage, which there very often will be long before sunders are stacked.
I can easily show you WWS parses from both my own raids and raids by the top guilds where you will see heroic strike topping the damage done by prot warriors but being lower on the list for fury warriors. In fact, let's start right
here
, with the best Patchwerk kill that has been uploaded. The prot warrior does 40% of his damage with heroic strike, while the two DPS warriors (fury and arms, apparently) do 21% and 3% with it, respectively.
