This set uses the "Shaman Raid H1" artwork. It's composed chiefly of the upgraded (Sanctified) Shaman Tier 10 Raid set.

There seems to be a complete non-tier set available for other classes. See Sanctified Frost Witch's Garb (Lookalike).

In addition to the gear listed on that other page, there are additional sources for:

Head: 暴雪头盔
Shoulders: 邪肉肩饰
Chest: 涌泉锁甲 & 血钱锁甲
Hands: 肮脏的外科手套 & 风雪护卫手套
Waist: 形影分离护带 & 形影分离护带
Legs: 闪电灌注护腿. If you prefer pants, 暧昧诱惑护腿 use the same artwork set, even though they don't immediately resemble the kilt version.

There are two other colours of related artwork in the database and both are available as sets. Both are classified as "H2" as they have a very slightly different design (no icicles). See:

Red : Sanctified Frost Witch's Garb, Sanctified Frost Witch's Garb (Lookalike)
In addition, there's helm and shoulder art of a fourth colour, Brown, which is tan brown with purple lights / details. Neither piece appears to be available in the game, and they don't seem to have created a complete art set for it

This set unlike it's 10 man and even 25 man heroic version is not just blue but there's even icicles dripping from the armor as if you've been standing frozen for some time.

For shield I use 精制恶毒角斗士的屏障, which fits just great (I wish it had frozen tusks).

I can't believe no one has brought up how awesome 理智之声 looks with this set! Oh and as for cloak if you're really looking to match colors夜空斗篷 goes pretty well with it all.

I really like 啸风匕首 for this transmog set. Not only does it fit the color scheme, but it also kinda fits the motif.

Some cool pants that work perfectly with the set (if you're not into the kilt) are Legguards of Meditative Focus. They're kind of like shorts, so it makes you look like a rugged shaman.
