This set (apart from the currently-listed belt and leggings) uses the green-red (officially "Green") variant of the Ahn'Qiraj Cloth artwork and is the AQ set for Priests. It forms six pieces of an eight-piece set of the art. Only the belt and leggings are missing.

The belt currently listed above (眼柄腰带) is actually a mismatch. There currently isn't a belt in the game that uses the same artwork and colour as this set. If it existed it'd look like 上古之神的拥抱, but in bright red.

The leggings for this set also don't use the AQ artwork. But since they're hidden and they're pretty much the right colour anyway it shouldn't matter too much.

There are two other colours of this artwork in the database and both are available as sets in the game. Both are specific to other cloth-wearing classes, see:

Blue: Enigma Vestments (Mages only)
Purple/olive (officially "Purple"): Doomcaller's Attire (Warlocks only)

this is the best i came up with, 暗影议会腰带 as a belt. i would rather red, but this matches the green, grey color of the regalia.

I'm amazed no one posted the requirements for the full set yet on this page.
Aside from honored reputation with the Brood of Nozdormu, you'll need:

Husk of the Old God (drops from C'Thun)
Qiraji Bindings of Command x2 (drops from Huhuran and Viscidus)
Ouro's Intact Hide (drops from Ouro)
Vek'nilash's Circlet (drops from the Twin Emperors)

chest, legs, head, feet, and shoulders you get through the quests. The waist, 眼柄腰带, is dropped by 克苏恩 and the hands, 救世者手套, is dropped by 哈霍兰公主

The different sets of 安其拉:

How to get these?

Fly to Silithus (flight point might be gone due to phasing in Patch 7.3). If you want to restore it, speak to 希多尔米 or 罗诺姆 or (/way 78.8 21.8 Zidormi or /way Silithus 33.4 80.8 Rhonormu)

Entrance to Ahn'Qiraj is at the south's end of the road in Silithus. The road splits in front of the summon stone. Take the path to your right and follow the stairs (/way 47.2 7.9 Raid Entrance)

You'll need reputation at 诺兹多姆的子嗣 (but just til honored) and items to turn in the following quests, so kill every mob you meet. Keep items like 其拉领主徽记, 青铜甲虫, 死亡塑像 and boss drops like 维克洛尔的王冠.

Defeat the first boss, enter the temple and take the way on your left. There are 安多葛斯, 温瑟拉 and 坎多斯特拉兹 waiting for you. Speak to 坎多斯特拉兹, accept and turn in 凡人中的勇士.
After that, new quests appear (these are the ones for Paladins, they might need different items for other classes):

You'll need reputation and the random drops mentioned above to finish these quests.
Sometimes you may find 大型圣甲虫箱s which can contain some of these quest items. You need 大型圣甲虫箱的钥匙 to open them.
Take care of your bag space.

坎多斯特拉兹 offers the repeatable quest 凡人中的勇士. Wait to turn in your 其拉领主徽记s until you are 2999/3000 Neutral by killing trash and bosses. After that, gaining reputation becomes harder (no more trash rep).
