This set (aside from the cloak and shoulders) uses a special "Frost" variant of the C2 & C4 Robe artwork.

The old level 60 epic pieces are no longer available as they were related to the original Naxxramas raid. The level 60 gloves, vest, wrists and cloak were crafted by tailors, and while some may still know the recipes they require materials that were removed from the game. Of those pieces, 冰川衬肩 didn't use the proper artwork anyway, even though it wasn't a bad match. It actually used the mail version of the artwork for some reason (and so identical to 寒鳞肩甲). If proper shoulders existed, they'd resemble the artwork of 黑翼衬肩 (including white edging and scrollwork) but with a strong blue appearance where the other shoulders are dark.

The level 80 pieces are available, but these amount to just the robe and feet: 冰川长袍 and 冰川便鞋. There's also a 冰川腰带 but it actually uses the artwork for the leather frost set, presumably due to a typo. The only belt that uses the correct artwork is 恐惧之翼皮带, which is sadly from a Horde-only quest.

As for related sets, the head and shoulders were adapted from the "C2 Robe" artwork (see Royal Ascension Regalia and related sets).

The robe, however uses a special Frost variant of the "C4 Robe" artwork. There are seven other colours of that robe in the artwork database. Artwork was only created for the robes, no other pieces, so no transmog pages exist. Five of them are available in the game. See:

Blue: 心灵漩涡长袍 and 迁跃能量长袍
Green: 议员长袍
Orange: 星界财团作战长袍
Purple: 苍穹长袍, 奥秘长袍 and 君主长袍 (all three have slightly different sleeves)
Red: 帝王红色长袍 and 皇冠法袍
The missing colours are Teal and Yellow. Neither appears to be available, sadly

忍耐肩甲 is also a good alternative for shoulders since the lighter blue matches the lighter blue trim of the robe and hat.

I'm using Miasma Mantle for shoulders and switching helms between Midrealm Hat and Crown of Eternal Winter and for weapon either 冰河之柱, Greatstaff of the Nexus, Ethereum Life-Staff or Ruthless Gladiator's Battle Staff. For gloves I have Sha-Skin Gloves, since I'm a lock.

To my fellow collectors, I was able to get all of the BoE glacial pieces with a little bit of ingenuity.

First I figured out the total number of frozen runes that I would need for all of the crafted glacial BoEs and bought them off the AH. If a seller has multiple runes, try to get in touch with them and see if they'll cut you a deal if you take all of them off their hands. Yes, this was the expensive part and will probably hold back most people from doing this, but it still cost a lot less compared to buying each glacial piece (each one will go for millions of gold). Next, I used the DataForAzeroth site to look up the top recipe owners on my realm. I manually went through and looked up each account to see who could still craft these. Once I found a player who had learned the old recipes, I whispered them to see if they would craft these items for a generous tip. They agreed, and I handed over the mats. Voila - Naxx Glacial gear!
