This set uses the blue and gold (officially "Blue") variant of the "Northrend D1 Mail" artwork and forms seven pieces of an eight-piece set of the art. Only the boots are missing.

Unfortunately the only belt that uses the correct artwork and colour, 苦役腰带, seems to be Alliance-only. If you're Horde, 温蕾萨的银色链甲腰带, which belongs with the blue-brown set (Northrend Frozen Mail), isn't all that different in colour and would be not too bad a replacement.

Sadly I haven't found any boots of the same colour and artwork. If they existed they'd probably look something like 苍穹战靴 which use the Green variant of the same artwork, but dark blue and gold like the rest of this set.

There are three other colour variants of this set in the artwork database and all are available in sets that are mostly complete. See:

This is the Wrath of the Lich King, non-tier, 25-player, intellect set. It comes from 纳克萨玛斯, 永恒之眼, and 黑曜石圣殿, although the unnecessary wrists are sold in 达拉然 for 正义点数, and the Alliance waist is sold in 冰冠冰川 for 冠军的徽记.

Boots that may work are Item Comparison Titan Forged Sabatons of Triumph sold in Wintergrasp.
The colors are right even if the styling is slightly off.
