Warlocks, Mages, and Priests start with only this armor proficiency, and are never able to train to any of the armor proficiencies with higher armor ratings.

Although only Warlocks, Mages, and Priests start off with this Cloth, giving them the appropriate 'Clothie' name, every single class in the Game can wear Cloth if they so chose, while the Warlocks, Mages, and Priests are stuck with them and can never wear any other Armor.

There is a very popular argument that it is acceptable is a Paladin (or any other non-clothie Healer) to wear Cloth for healing, it is not.

There is plenty Leather/Mail/Plate healing gear, trust me... just look for it =D

Cloth armor can be player made with the Tailoring Profession.

All players can wear cloth. Cloth provides the least amount of armor of all the avaliable armors.

Cloth is the best proficiency when it comes to Roleplaying. Even if you are an assassin, or a juggernaut working for your faction. You really dont want to carry all that Plate around when you're just sitting at home, or getting some milk from the vendor around the corner.

布甲 is one of four types of armor proficiencies, listed below from lowest-to-highest, base, armor value.

布甲
皮甲
锁甲
板甲 aka "Plate"

Although ALL classes can physically wear it, 布甲 is intended for 法师, 牧师, and 术士 classes.
As such, since these "clothies" cannot wear any other armor type, they don't need any passive, armor specialization talents to dissuade them from looting other armor types.

Instead, to make up for the unequal stat bonuses, each class learns their own passive ability at level 50:
