I'm a little skeptical about taking this for PvP. I've done my research and notice that most arms warriors take this for pvp but I wonder if they are taking it because they are just copy/pasting the next warrior's spec or because it's really a good idea. It's definitely a core talent for PvE but PvP is entirely different. These two talent points could be used for something more useful like Blitz.
Getting to Execute range in PvP basically means the first Execute and next couple abilities are going to kill the target if they don't peel off of you or get a heal etc, that is if you even use Execute. Rarely do I get a chance to stack Execute and get the haste bonus from 2/2 Executioner because the target dies, or gets away because they are resilience stacked. During that time the Executioner haste bonus is dwindling away and is wasted. If you skip Sudden Death and skip Executioner then you save 4 talent points and there is no point in spamming Execute for a kill, when you could just as easily finish that 20%HP with Mortal Strike and Overpower procs and spend rage on Heroic Strikes with Incite. Similar to Slam, it's hard to get a lot of use out of Execute because of the nature of PvP. Sudden Death and Executioner feel like they are meant for extended boss fights where some extra rage and melee haste can take more affect.
Now about the Colossus Smash proc from Sudden Death, one has to consider the practical use of CS in PvP. First of all it's been nerfed and clearly states in the tooltip that it reduces less armor on players. Cloth wearers don't have as much armor anyways, they have other means to defend themselves. This proc also has a habit of resetting the cooldown on CS immediately after I've used it, and sometimes I use it by accident which costs me a global cooldown that could have been a killing blow. Without Sudden Death it would still be useable every 20 seconds, and could be saved for a full rage bar and some burst.

talent is one of the most groundbreaking talents in the Arms tree. If you are blessed by the RNG Gods, you can consecutively have back-to-back Colossus Smashes on your target.
Yes, this talent can proc from the Arms Mastery.
After wailing on the target dummy and other patchwerk-esque fights, Colossus Smash has

refreshed itself before it's normal cooldown thanks to this talent.

Was not sure about the last part of the talent, so I tried it out a few times - watching my Rage carefully.
The "keep 10 Rage after using Execute" portion means that you will not go below 10 Rage if you have 10-39 Rage (10 base with up to 20 used to increase damage) when using Execute. Therefore, if you have 40 or more, you'll still consume up to 30 points.

Your autoattack hits have a 10% chance to make your next Execute cost no initial Rage and be useable on any target, regardless of health level.
oh man Execute that's crit happy possibly when ever. makes me wonder what the duration is

As of patch 6.1:
Although the talent tooltip says "... costs no initial rage, consume no extra rage...", however when you use the proc at execute range (<20% HP) it will still consume extra rage and do the extra damage just with no initial cost.
