"Current demons" is obvious, this increases the duration of temporary demons (and is thus a different kind of the Demonic Empowerment mechanic, imo)

But "other demons" is weirdly worded. I assume this means demons summoned when the Commander is already present get buffed, presumably to make up for timing issues, so you don't feel obliged to let all summons go off CD, summon them and then use the Commander.
But would this also apply to your permanent pet demon? It has no duration anyway and is thus not affected by the first half of the Commander's effect.

Best place to fit this guy in (at the start of encounter, because 1.5 min CD lul) is like this:
-Start with 召唤恐惧猎犬
-Shoot two 古尔丹之手 for two sets of imps.
- Summon this guy when 召唤恐惧猎犬 cooldown is down to 10 seconds.

This lets you have your new doggies benefit from the damage empowerment while also having two pairs of doggies for maximum amount of time;

Midway through battle you can fit in 3 sets of imps and an active pair of doggies.

From my playing, this causes your imps to do about 20-25% of your total damage

EDIT: About imps - you cast this to increase your imps' damage, not give them more duration. Imps always fade after casting 5 恶魔火焰箭. Though, I suppose it is not a big problem only starting with one set of imps, because the damage buff is on you and not on your demons.

Does summoning Tyrant by any chance give your imps more energy?

Seeing as how they work a little differently than the rest of the summons, I'm assuming no, but it seems like something of an oversight, seeing as how central imps are in the spec.

Are imps the only demons considered "lesser demons" or do the dreadstalkers still fit this criteria?

I think they added lesser and other demons as keywords because theirs an HOA trait that gives yor spells a chance to summon a tyrant for 25% its duration. So if tyrant procs you would be able to not only buff it but increase it duration. With demonic empowerment talent you would essentially have two buffed up tyrants for long duration and full shards if u have the azerite trait that gives you 5 shards when you summon tyrant

Summon Demonic Tyrant has some mechanics that are not clearly described in-game.

Demonic Tyrant scales with haste, allowing him to complete more Demonfire casts during his duration. His duration remains at 15 seconds.

Demonic Tyrant increases the damage of your other demons by 15% for his duration. This includes demons summoned after Demonic Tyrant is cast.

A quick overview on how Imps work is required to understand Tyrant's interaction with them. Imps have 100 energy and spend 20 energy per fireball cast and will expire when their energy is exhausted. If they cannot cast (due to LoS or range) they will expire after 20 seconds instead.

Demonic Tyrant will "freeze" all current Imps energy bars, allowing the Imps to continuously cast during the Tyrant's duration. After the Tyrant expires, the Imps will use the remainder of their energy and then expire normally.

If you use the Demonic Consumption talent, the damage bonus that the Tyrant gains is based on how much energy each Imp has. 20 energy is worth 10% damage, so a fresh Imp will boost the Tyrant's damage by 50%.
