"Chaos Bolt will bounce to your Havoc target for 0% of the initial damage."

Please dont tell me they are removing chaos bolt from havoc and this is the way you can havoc chaos bolt :|

"When Chaos Bolt damages a target afflicted by Havoc, it explodes, dealing (100% of Spell power) damage to enemies within 8 yards."

So looks like splash damage in style of Soul Flame (or Seed Of Corruption minus the dot spreading). Pretty good AoE increase for destro spec

So this is arriving in 7.2 in the new artifact traits.
The damage caused by the splash is 100% of spellpower - you may be pondering "is this a viable way to perform AOE damage?"

It's not - if you want to kill AoE mobs fast, you'll still be using Rain of Fire and Cataclysm and such.
Rain of Fire deals 8 ticks of 72% of spellpower each - a total of 576% of your spellpower over those 8 seconds, at the cost of 3 soul shards.
Making each soul shard worth 192% spellpower's worth of damage to each enemy (provided all enemies remain in the target area for the full 8 seconds).
While with new perk - your Chaos Bolt will deal it's 400% spellpower damage to your first target, and an additional 100% of spellpower to all enemies nearby. Making each soul shard spent worth 250% spellpower's worth of damage - but 80% of that damage is on a single target.
On a purely AoE situation, each soul shard is worth only 50% of spellpower of damage to all those mobs - basically four times weaker for AoE value.

So if you need to purely AoE down mobs as soon as possible - stick with rain of fire - if enemies are hit by even only TWO ticks of damage from Rain of Fire, it's still more efficient.
But that is a purely AoE situation - if you just want to cleave down adds standing beside a boss and are in no huge hurry to burst them down - it's more damage-per-soulshard to havoc the boss and spam Chaos Bolts on them than it is to Rain of Fire the entire group. Particularly if they are moving at all and will not remain in the Rain of Fire AoE the entire time.
