Patch 2.2 has changed the set bonus that has previously been 0.2 cast of Immolate for over 2 years to the above reduction in Fear.

Certainly a great change, but it took the devs allowing resilience to reduce DoT damage to do it :(.

Does this mean if you have Fear to a 1.3second cast because of haste that it'll be brought to a 1.1second cast? Or does this calc first bringing fear to 1.3seconds and then haste calcs? Which would mean it'd be brought down to 1.19 or something like that.

As of Cataclysm, the new version is the reduction of Death Coil's cooldown:
"Reduces the cooldown of your Death Coil by 30 sec."

As of patch 5.0 the new effect is lowering the cooldown of Unending Resolve which reduces damage taken by 40% and prevents spellcasting interupts for 8 seconds.
