For the Horde, you can only train polearms at UC and Silvermoon. Dont be fooled by wowhead :P

Woo Ping Still trains Polearm, but you have to be level 20 to be able to do it.

With the changes in 4.0.1 to weapon proficiencies, polearms are now usable by characters of any level (assuming their class can use them). I've seen at least one new low-level quest, in Mulgore, that offered a polearm as a reward. I imagine additional low-level polearms will appear elsewhere.

If i could be a paladin or warrior that could one hand a polearm and carry a shield that would be boss!
