The stacks you from this are called 织雾 and they are are only usable while you keep channeling.
The full duration of 抚慰之雾 will give you 7 stacks, which equates to 45% increased MultiStrike.

Once you stop channeling the stacks drop off immediately without any expiration timer and the increased Multistrike effect is lost.

This is useful on running hots in that they will benefit from your increased multistrike.

So, say you have a bunch of 复苏之雾 ticking away, when you start to channel this and your multistrike increases, the multistrike on each 复苏之雾 will also simultaneously increase (because there is no more snapshotting) and your chance to get bonus heals off of each target with a ReM increases with it.

Reportedly the number of orbs that can spawn also increases, but i have not observed this myself.

TIP
The maximum amount of MS you can get from Soothing Mist is 45% - (the stacks reach 7 for a full duration of SM -- 7x5=45%)

All instant cast spells will benefit from having MS.
This works for 还魂术 - so, for best use build up as many stacks as possible and then hit Revival - 45% MS increase when doing 还魂术 has a noticeable impact .
