Just across the river you'll notice there are tents set up. There is a group of 4 tents and two with 2 tents. The leader walks between these 3 groups of tents checking on the troops. Best to get her while she is walking from one group of tents to the next

You need to pick her pocket. If you stealth in, pick her pocket and stealth out. You don't aggro, and he doesn't get killed.
