The turn-in NPC (Anthion) is just outside Stratholme's front entrance (aka. the "live" or "Scarlet Crusade" side. You can't see him unless you equip the Extra-Dimensional Ghost Revealer (http://www.wowhead.com/?item=22115).

If you lost your Extra-Dimensional Ghost Revealer, go talk to Mux Manascrambler (52,57) in Gadgetzan, Tanaris and he will give you another one for free. He's in the building just southeast of the Egg-O-Matic.
