This quest rewards 2400xp and 350 Silvermoon City reputation.
(Just completed it at level 30)

The quest giver can be found at in Silvermoon, standing outside the tailoring room, just north-west of the Baazar Auction House.

Note that as of the 1.9 patch, the experience gained from all the cloth donation quests was increased, and the reputation gained made the same for all levels.
