It doesn't say so, but I'm about 90% sure this has a higher than average chance to miss. Not as bad as the abilities that explicitly say so in the tooltip, but definitely not standard accuracy, either.
Edit for posterity: When pet battling was released, the % chance to hit wasn't shown.
Edit: I tested 10 hits each way against the exact same opponent (a Tamer's pet, no buffs/debuffs), and sure enough the damage was statistically equivalent (within a couple of percentage points). A bigger sample would be better, but "damage increased" should be immediately obvious. So it's bugged, and I should say:

The bonus damage during arcane winds has been fixed in 5.2, it is a separate damage event that deals about a quarter of the main attack.

When using a 25 Nexus Whelpling with this ability to help level another pet, I've found that if the Mana Surge finishes off the last opponent, I don't always get xp for the fight. I haven't yet checked to see if other multi-round attacks behave in the same manner.
