There will be five regular chests in the room. You may need to open all five before you get the key that will unlock the Forgotten Treasure chest. Once you open it, you will find Sovereign's Finery Chest.

The chest "closed" automatically for me when I opened it. I couldn't grab the toy. If you are in the same situation, no worries, you will find the toy in your mailbox (might need to log back in)

Chest contains the toy 君主华服之箱 which applies one of three buffs to your character, which appear as a xmog. The buff lasts 10 minutes. You can click on the chest repeatedly until it despawns, changing your appearance each time.
