The Earth-Warder's Forge is in the Obsidian Citadel in the Waking Shores at 24.65, 60.00. To use it, stand near it and click the fiery center of the forge itself.

The nearest trade goods vendor appears to be Vadrya Valte, on the upper level (around where you pledge to Wrathion or Sabellian) in case you forgot to stock up on Primal Flux before heading all the way out here to make Obsidian Seared Alloy... like I did.

For Secrets of Azeroth to craft Reforged Tyr's Titan Key you need to first turn in 修复的黑曜钥匙 to Forgemaster Bazenthus, that will unlock quest 重铸之钥 at Weaponsmith Koref next to him.
Accept the quest, talk to NPC to get started, use extra action button near forge, loor the key from the middle of a forge, done.
