Every time i attacked him, he vanished. I'm guessing he's heard of me. But, I was on my hunter, and I wanted his boots. So, I lured him out of his little building with my pet, and I was able to kill and loot him without him disappearing on me.

Coordinates: 56.2, 72.4 - 至高岭, Snowblind Mesa, Snowblind Cliffs,
Flight point: Thunder Totem - 驯风者纳尔特
Item: 强力锁甲薄靴

if you start from "Thunder Totem" from the upper level, goes to the East to the "Snowblind Mesa". After the two bridges turn right and go over the snow hill. You will go directly to 强大的波古尔, he stand in front of an observation tower at the "Snowblind Cliffs".

i think he is bugged. i cant approach him, couse he disappears, i have few yards window when i can really aggro him an kill. an then, i can't loot him, couse his corpose dissapears ... i go couple yadrs back, and corpose shows up for looting, then i came closer, and corpose disapperas...

To get around this mob being bugged you have to be standing in Snowblind Hills, not Snowblind Messa. He will despawn if you get to close to him, just back up until he reappears and pull him toward you.

STAND IN SNOWBLIND MESA, and he won't disappear. Before attacking him, wander around the area outside and watch for what zone you're in to flash on the screen. When you are in Snowblind CLIFFS, he disappears. Useful to note that when you step into Snowblind Cliffs, the Disturbed Frost Elementals also appear down the hill. If you see them, it's a good signal that you've stepped into the wrong area, and he will disappear momentarily unless you hurry back to the Mesa zone. Also- be sure to kill him far enough back in MESA so that when his body falls, it doesn't accidentally land in the Cliffs region. Good luck! The boots are great!
