Flameweaver Koegler is the end boss for the Scarlet Monastery library side. He can be found in the Athenaeum where Arcanist Doan used to stand.

A little bit of fun loot facts, his robes are perfectly itemized for a fire mage - a boss who finally knows how to play!
He raided tier 11 and right up to Beth'tilac in tier 12, ragequit and joined the Scarlet Crusade afterwards because he didn't get first dibs on Dragonwrath.
The new endboss of the Scarlet Halls (armory and library merged into one instance) with MoP. He replaces the deceased Arcanist Doan as the keeper of wisdom within the Scarlet Monastery. He also is a mage like Doan was, but he prefers fire magic instead of arcane spells.
Even though he seems to work in a library he tries to destroy as many books as possible by burning them down, so that no one can find out about the "scarlet shame" (you know, being ruled by demons, losing almost all battles, parts of them being risen as undead...such things).
The battle against Koegler is, even on heroic, pretty easy. There are only a few abilities you should take care off.
The first one is the book burner (3 seconds casttime). Koegler will face one of the bookshelves and will set them on fire. You can intercept his fiery missile by standing in his way, but this will cause ~240,000 fire damage to you. If you don't intercept this cast the faced bookshelv will start to burn for 30 seconds which deals ~200,000 fire damage every five seconds to all people in a 20 yard zone around it.
The second ability is a greater dragon breath he casts. Before he starts casting this he will teleport into the middle of his room. He will now deal HEAVY fire damage to all people in front of him while he makes a slow 360° turn. Simply try always to stand behind him when he does this. If you're hit you will take ~250,000 fire damage and an additional dot which deals ~50000 fire damage every second over a total duration of five seconds. During this time you're also confused and have no control over your character. This debuff counts as a magic effect and is disspellable.
His third ability is a cast called Quickened Mind which reduces the casttime for his next three spells by a huge amount (possibly 100%). This is a magic effect which can and should be disspelled/spellstolen to minimize the incoming damage.
The fourth ability of the boss is a Fireball Volley. It has a 2,5 second casttime and will deal ~225,000 fire damage in a 35 yard radius around the boss. This can and should be interrupted.
His last ability is a Pyroblast with a 3 second casttime which will deal ~200,000 fire damage to his current target. This will also apply a magic debuff which deals 40,000 fire damage every second for eight seconds and should be disspelled. This is also an interruptable cast.
In short words: Don't intercept the book burner because the following AoE can be simply avoided. Move away from burning bookshelves. Always stand behind the boss when he uses his dragonbreath. Interrupt him as often as possible. Decurse magic effects from you and the boss.
Follow these rules and the boss becomes a pretty simple fight.

I can't believe no one has noticed that (just about) his entire loot table is a reference to Ray Bradbury's famous science fiction novel "Fahrenheit 451."
Book Burner is an ability that causes the boss to channel a beam to one of the corners of the room, and then a few seconds later will cause aoe pulses to radiate from that room for a while. However, if someone stands in the beam, they will take the damage instead and no aoe will pulse. If you're having trouble killing this boss, you should have the tank intercept the beam. It does a fairly large amount of damage compared to a dps's health but is fairly trivial for a tank. While the aoe is easy to avoid overall, when he does Dragon's Breath, it's possible for you to find yourself in a situation where the only way to avoid getting hit by the breath is to run through the aoe. I noticed this in particular on the challenge mode version of this boss, in which case you'll basically die since you can't survive the damage of the Dragon Breath or the aoe.
After the boss dies, mages should look for a book in the room that teaches Ancient Teleport: Dalaran. It sends you to the crater in Hillsbrad Foothills.

It's a shame they wasted this voice actor on what is now just another random leveling dungeon boss. He would have made for an amazing raid boss.

Ran this on my Vulpera Rogue. The Last boss, Flameweaver Koegler has a table with chairs. The chairs are labelled 'Fine Chair' and you can sit on them.
Well, while waiting for my group to re queue for a dungeon I went and sat on one. My head was inside the table, no problemo until..I stood up and got stuck!
I jumped and turned and moved everywhere, still stuck. I guess hearthing would work but then the LFD popped.
TL:DR Don't sit in the Fine Chair if you are a gnome or vulpera.
